Market Overview
Civica has been supplying software and IT services to the public sector market in the UK, Australia and the USA for more than 20 years. Main activities are focused on local government, social housing, education and enforcement markets, although the Group also supplies customers in associated sectors of healthcare, legal, pensions administration and selected corporate customers.

Civica’s strategy remains the same: to expand product and service sales with existing customers; to bring new solutions to market which draw on the breadth of company capability; and to acquire complementary businesses to strengthen further the Company’s position as a service partner of choice for the public sector. As the scope and scale of opportunities widens within customer organisations, the Group’s integrated approach to consulting, software and managed services positions it well to support the changing needs of the public sector.

Local Government
Civica has a broad local government customer base in the UK with approximately 89% of all local authorities using software supplied by Civica, whilst in Australia the Group has a leading position in the market with over 100 customers. Every year Civica’s systems manage over £4 billion of local revenues and £500 million in secure electronic payment transactions. They handle 1 million properties, 2 million enforcement notices and more than 200 million library loans.

Local government continues to be characterised by change. Policy initiatives, including the Local Government White Paper and reports published by Sir Michael Lyons, Sir David Varney and Kate Barker, provide the framework for the government’s 2007 spending review, and increase the pressure on local authorities to improve service delivery and achieve ‘ambitious’ efficiency gains.

New technology continues to be seen as an enabler, but with the emphasis on reengineering local business processes to deliver more effective services, in particular through efficient contact management. The integration of Civica and Comino in the UK and the extension of the company’s enterprise-wide ‘Authority’ system in Australia, have enhanced the Group’s position to respond to this increasing focus on process-led programmes.

Social Housing
Civica is one of the major providers of housing management systems across the UK with a track record extending over 20 years. Customers comprise Registered Social Landlords, Arms Length Management Organisations and local authorities, with a range of organisations managing from 250 to over 50,000 housing units. Civica’s suite of products comprises a complete business management system that addresses both front and back office.

The social housing sector continues to evolve, for example putting tenant participation and local regeneration at the centre of future policy.

Education & Skills
Civica provides solutions to the education sector to help improve the learning environment and the student experience. From secure information sharing to cost-effective infrastructure, the company supplies many universities, colleges and schools, as well as 1,100 libraries around the world.

Overall spending in the sector is expected to increase over the next few years with the UK’s Building Schools for the Future (BSF) programme. Civica is the ICT prime contractor in the consortium selected to deliver all phases of BSF in Sheffield.

Enforcement
Civica supplies police forces, local authorities and executive agencies in the UK and the USA with a combination of camera surveillance applications and secure data access solutions. The company has a long history in the sector, supplying 90% of the UK’s 53 police forces and many US Police Departments, together with agencies such as HM Customs & Excise and the Vehicle and Operator Services Agency.

Health
Civica counts over many NHS Trusts and Health Authorities as customers in the UK, while in Australia the company supplies nine of the top ten health fund providers. With long experience in the sector, Civica is delivering modern infrastructure and IT services at local level to equip care providers with modern infrastructure.

Other
Although its core market is the public sector, the Group has a number of clients in “regulated services” markets including legal, pensions and utilities. The expertise and knowledge of best practice gained in both the public and private sectors has helped to enhanced Civica’s offerings, particularly in the area of IT consulting and managed services.

Civica also counts a number of major commercial firms as customers, designing and delivering information solutions and software infrastructure to help align IT with the business for improved performance.
