New Local Government Director at Civica

10th July 2003, Sheffield... Civica, one of the UK's most experienced specialist providers of public sector software and services, has announced that it has appointed Phil Kilmartin to the newly created position of Local Government Director. Kilmartin, a member of the current management team, will spearhead Civica's drive to bring improved service delivery and enhanced citizen interaction to more Authorities across the UK through its managed software solutions.

Commenting on his new position, Kilmartin says: , "Local Authorities are under tremendous pressure to improve the delivery of public services, and also achieve 2005 targets for implementing electronic government. Add to this regulatory change and the introduction of new legislation such as e-billing for council tax departments and the task to deliver effective IT has never been so demanding. I'm delighted to have the opportunity to work with authorities to help ensure that our systems and services can deliver the results they need for the benefit not only of the authority, but more importantly for its citizens."

Kilmartin joined the public sector division of what was the Sanderson Group in 1994. In April 2002, Civica was created from Sanderson's principal public sector serving businesses and as Technical Director, Kilmartin was a member of the management team from the start. He has long experience in the Local Government arena having managed a number of departmental systems. Prior to working at Civica and Sanderson, Kilmartin was IT manager at HB Raylors.

Kilmartin is 43 and lives in York.
